This is Smallville's fault, for being the show with the most clones ever. We will ignore the fact that "The Sound of Drums" would totally have happened differently in the SV/DC 'verse, because, you know, Superman vs. Toclafane. (Wow, imagine that fight!)
This would have spoilers for "The Sound of Drums/The Last of the Time Lords" except you'd have to have seen the episodes to get it. And knowing the Rani probably helps.

Summary: Lex meets the last sons and daughter of Gallifrey.
One day the soon-to-be Prime Minister of Britain walked into Lex's office and cheerfully proclaimed him his species' foremost cloning expert. In hindsight (at least there was no amnesia), the "species" part should have clued Lex in.
Then a brilliant homicidal British lady with glasses arrived. After the inevitable affair, she laughed derisively at his proposal, slipped a ring off her finger and dragged him to the lab, where they encountered a blue box and a skinny ranting Englishman who hugged the reborn Prime Minister and the lady.
Lex was already on strategic retreat when they started threatening each other.
