How can they be sure they can really control it once it's activated or brought to life or whatever, and how can they count on being able to simply 'put it away' when the war is over? Not at all. (They think they can control it, but it wouldn't be Doomsday if it didn't go beserk the moment it was activated.)
Is Lex afraid of what he already feels for Kal, afraid of hurting Kal or getting hurt? A bit of all three. He was also busy touching down with his supporters and talking to Bruce in this chapter.
Lionel would definitely lend Jor-El the money - in exchange for other favours - but Jor-El would not take it. That's all I can say about the Kents. ;)
