Mohinder & Matt Parkman was rather...okay, that's not one of the standard pairings, as far as I knew, but sure, not gonna look a gift horse in the mouth! (and Mohinder is still distractingly pretty). Though I kinda disagree that Matt was cheating. In a real-life situation like that, you win however you can; cheating would be when you artificially inflate your own skills, and would be dangerous if a cop did it because he'd be going on the beat unprepared. The telepathy is something he can rely on in the real world, so why shouldn't he use it in the exam? Even if he can't talk about it.
gnine already went on about old-time Japan in detail. Suffice to say...there are problems. A lot of problems. Starting with that at that date, all gaijin were executed on sight and going on from there...
