Ah, this is a reference to the Voyager ep "Death Wish" in which another Q appears, who wishes to commit suicide because immortality bores him, but the Continuum won't let him. They have a sort of trial, in which the suicidal Q calls forth several humans, among them Isaac Newton, on whose head he threw the apple, and reveals that he has been watching humans and influencing their history for a long time (maybe you know the ep, but I guess too much info is better than too little.) In the end, he kills himself with hemlock, which is what Socrates drank when he was sentenced to death.
